Introduction to Lesson 2 Policies
The years between 1919 and 1939 where years of uncertainty characterized by wide spread social unrest.
Within the countries of Germany, Italy and Japan this became a ripe setting for the rise of charismatic dictators and military leader who seized the opportunity presented by this uncertainty to gain personal power and to promote their own personal policies.
The exception to this was Japan. Japan was not ruled by a single dictatorship (even the emperor was considered the head of the government) but was a military dictatorship ruled by the Japanese generals in cooperation with Emperor Hirohito.
The graphic organizer below demonstrates characteristics of a government controlled by a dictator.

Prelude to War
The films below give a good overview of the aggressive actions taken by Italy, Germany and Japan prior to the Japanese attack on Pearl Harbor, HI and the United States entry into the war.
The first film is part one of a series of films put out by the United States War Department explaining the reasons this war needed to be fought. Although the film can be considered propaganda it has a lot of good information using authentic footage and is used throughout this course of instruction.
The film series is entitled "Why We Fight". This film is a good summary of why these three countries and their attempts to expand their empires proved a threat to the world and not just those they had already attacked.
This film is rather lengthy (almost an hour) but contains a lot of information needed to understand the atmosphere that existed prior to December 7th 1941 and the bombing of Pearl Harbor, HI.
